United States description of data items ( DID ) is a complete document that defines the required data shipment from a US Department of Defense contractor. DID specifically defines data content, format and usage of data intended for the primary purpose of achieving the objectives of standardization by the US Department of Defense. Content requirements and formats for DID are defined in MIL-STD-963C, Data Item Descriptions (2014) .

Terminology

DID terminology and a list of term contract data requirements (CDRL) originated with US military procurement, and are now often encountered in other large procurement modeled after the military procurement process. In an invitation or military contract, each DID is uniquely numbered to identify data items in terms of specific information such as: objectives, descriptions, preparation instructions including table of contents and description of each section, and references to the Contract of Employment Contract (MENABUR).

Practices and terms in which definitions are given by MIL-STD-963:

  • Adjust the data requirements. Elimination of partial application of data requirements from approved DID which is not required to meet the needs of a particular contract.
  • Format. The desired organization, structure, or arrangement of the contents of the data products described by DID. This term relates to the form, size, cosmetology, style, physical organization, or product data arrangement described in the DID.
  • Content. The subject, topic, or desired element that is the data product described in the DID (for example, a set of data elements specified to enter the Government database; list of paragraph titles or topics to include in the submission of data) under general topics; or subject that can be further defined into sub-topics.
  • DID Number: Each DID is assigned a unique three-part identifier by the DID approval authority. Examples of DID numbers for repeated use are DI-SESS-80013B (Item DI-Data; SESS - four character codes for the System Engineering Standardization Area (see "SD-1, Directory Standardization" for description); 80013 assigned by ASSIST Module Number Automatic Documents, and B sequential versions). Examples of DID numbers for one-time use are OT-13-1000 (OT-One Time; 13 - fiscal year issued; 10000 - (first number assigned to FY13 by the Army).

Because the DID document is what causes contract mechanics to be produced, the established content guidelines and their terminology are usually referred to in US Military Standards or other forms of procedural and administrative guidance from the US Department of Defense.

Usage in government contract

SOW authors often include terms that are included in other parts of the contract. Specifically, quantitative technical requirements are addressed in military specifications and work requirements set out in the SOW, and data requirements (eg, submissions, formats, and content) must exist within CDRL along with appropriate DID to minimize potential conflicts.
